Searching the internet, a biotech company in Australia has developed an oxycodone patch that delivers oxycodone via a patch.
Controlled release so minimal euphoria and near impossible to extract. Much smaller amounts of opioid needed to achieve the same therapeutic results as well. Proof of concept trials on racehorses showed 100% success rate.

I have looked into it a bit more.

It appears this non-systemic oxycodone patch and the companies systemic oxymorphone patch are being developed to combat the exact problems you describe.

Firstly it appears that the patch is being developed with abuse deterrent qualities. They described it as a 'matrix' patch rather than a reservoir patch so it is very difficult to extract the opioid. You can't just chewing it, suck it or even swallow it.
It appears that the nature of the patch is that the opioid is controlled release and reaches a therapeutic level without the spikes that tablets give you, hence less addictive qualities, as much less drug is needed to achieve the same pain relieving benefit.
Also, because of less drug in the body the side effects will be less. The other reason less drug is needed is that it's a patch and it doesn't have to go through your stomach before entering your blood.
However even better the oxycodone patch is designed to not get into your blood at all and just acting on opioid receptors at the site of injury meaning there will be very little of those side effects.
That's how I read it anyway. Hopefully I'm interpreting it correctly, and hope this helps.
